History Of Tactical Law Enforcement
Coast Guard Special Forces
The Coast Guard’s Law Enforcement Detachment program was officially established in 1982. At first, the members of Law Enforcement Detachments trained and operated locally under the Coast Guard districts where they were assigned. Specialty training in law enforcement awarded teams opportunities involving tactical operations mostly related to drug interdiction. In 1986, Public Law 99-570 gave them specific authorization to apprehend drug traffickers.
In 1988, Public Law 100-456 further increased the need for Coast Guard Law Enforcement Detachments, as it required all Naval vessels traveling through know drug trafficking areas to carry Coast Guard Law Enforcement personnel. The 1989 National Defense Authorization Act put the Department of Defense in charge of monitoring the import of illegal drugs by sea and air. Subsequently, the Coast Guard was named as the main agency for maritime drug interdiction and apprehension of drug traffickers.
Law Enforcement Detachment began to work aboard NATO and allied vessels as well as United States Navy Vessels and, during the 1990’s, Coast Guard Law Enforcement Detachments were assigned to support units called Tactical Law Enforcement Teams (TACLETs) and were broken up into four distinct regions.
- TACLET-Gulf, in Mobile, Alabama
- TACLET-North, in Yorktown, Virginia
- TACLET-South, in Miami
- PACTACLET, in San Diego
Since then, the four Tactical Law Enforcement Teams have been consolidated into two branches:
- TACLET-South in Opa-locka, Florida
- 8 Law Enforcement Detachment Teams are supported by TACLET-South in Florida (LEDETs 401-408)
- TACLET-Pacific in San Diego
- Home to 10 Law Enforcement Detachment Teams (LEDETs 101-110).
Each Law Enforcement Detachment team consists of about 10 highly trained operatives and can rapidly deploy within just a few short hours after assignment. Deployment for Tactical Law Enforcement Teams can last anywhere from 45 days to 6 months aboard Coast Guard Cutters, United States Navy Ships, or allied vessels. Tactical Law Enforcement teams have a strong presence in the Atlantic, Pacific, Mediterranean and Indian oceans.
While the original aims of Law Enforcement Detachments within Tactical Law Enforcement Teams was to mitigate drug trafficking on the oceans, they now have a broad spectrum of expertise and responsibilities including:
- Providing and running training exercises
- Harbor support and disaster relief
- Counter-piracy operations
- Military combat operations
- Alien migration interdiction
- Military force protection
- Counter-terrorism
