CIRG Operations and Investigations
CIRG personnel serves tirelessly alongside FBI field divisions and law enforcement organizations around the country to complete their tasks. As well as performing crisis response operations, CIRG agents are responsible for disseminating strategic intelligence and providing expert personnel to local law enforcement to deal with major issues and situations that may be beyond the training of standard law enforcement. Each unit and group under CIRG operates with specially trained groups of personnel and staff filling multiple positions. To maintain morale and recognize each unit for their role in the tactical operation of CIRG, each section within the organization may host its own specialty challenge coin awarded to their members.
CIRG as an organization is separated into several operational sections each serving a unique and specialized service to the overall FBI. These sections include:
Counter-IED Operations
- CIRG personnel within the Counter-IED Section (C-IEDS) earn their organization’s unique challenge coins by directly responding to and handling criminal use of bombs and weapons of mass destruction.
- Under CIRG, bomb technicians are trained at the FBI’s Hazardous Devices School (HDS) at Redstone Arsenal in Huntsville, Alabama. Bomb technicians throughout the country receive their certification from HDS and the school is known to award unique graduation challenge coins to their students
Investigative and Operations Support Section (IOSS)
- IOSS personnel provides FBI field teams and law enforcement agencies with trained expertise on behavioral assessment, crisis management, special events management, rapid deployment, and logistics and information technology. Additionally, personnel from IOSS provide input on the development of national plans, policies, and exercises.
- The section is divided into two parts the National Center for the Analysis of Violent Crime (NCAVC) and the Crisis Management Unit (CMU). NCVAC is responsible for providing investigative support on unusual violent crimes, threats, terrorism, cyber crimes, public corruption, and more. The CMU provides direct support in preparing for critical events and responding to crisis incidents.
Strategic Information and Operations Center (SIOC)
- SIOC personnel also provide key education and training programs to FBI agents and law enforcement partners and works around the clock to collect, process, and disseminate crucial information.
Surveillance and Aviation Section (SAS)
- An FBI aviation section, the SAS deploys modern jets and other aviation assets to crisis situations worldwide.
- SAS planes are most often used for transfer of criminal and terrorist subjects and the delivery of hazardous or explosive materials to crime labs.
Tactical Section
- Servare vitas (“to save lives”), is the motto of the Tactical Section’s Hostage Rescue Team (HRT.) This organization is the only full-time counter-terrorism unit, and they are tasked with providing experts and enhanced manpower to fight terrorism, fight foreign intelligence organizations, and deploy in response to natural disasters. HRT is called in reaction to major terrorist or criminal threats where hostages are present and in danger, but fulfill many different roles.
- Special Weapons and Tactics (SWAT) teams are located in every FBI field office to provide military equipment and training during riots or violent crisis situations involving criminals.
- The Crisis Negotiation Unit (CNU) is charged with negotiating and communicating during standoffs, suicides, hostage situations, kidnappings, and hijackings. CNU negotiators routinely work alongside other parts of the tactical section and local law enforcement to resolve violent confrontations with dialog.
Tactical Aviation
- THU pilots directly support and field both HRT and SWAT teams and are trained to operate in multiple environments, weather conditions, and climates. When an operation calls for a medical evacuation, assault force delivery, or vehicle interdiction, THU pilots lend essential expertise.
